The Config for the options of a connection string, as parse_conninfo makes it. Programs
that combine several sources (a command line and a connection string) set the options
themselves with conninfo_set first.
- info: the options to build from. It is not freed.
- use_environment: fill the keywords left unset from the
PG*environment variables.
